Job opportunity: monitoring and evaluation leader - investing in women (IW)

The Investing in Women Initiative (IW) is an innovative women’s economic empowerment program funded by the Australian Government’s Department of Foreign Affairs and Trade (DFAT). The Program aims to empower women economically in South East Asia (Philippines, Vietnam, Indonesia and Myanmar).

About the role
Contract duration: until to 30 June 2019
Based in Manilla, Philippines.
The Monitoring and Evaluation (MEL) Leader will be the principal liaison point between DFAT, Investing in Women and program partners in respect to MEL activities. S/he will be responsible for:
  • Implementing the activities which comprise the IW MEL System (either directly or via management of technical advisory inputs);
  • Ensuring the System is efficiently meeting the program’s information needs; and
  • Aligning the MEL system with component implementation.
Specific Duties
Specific duties of the MEL Leader include:
  • Ensure all aspects of MEL System design and delivery are underpinned by robust conceptual frameworks for gender equality and women’s economic empowerment;
  • Ensure the MEL system’s key questions, performance indicators, and focus of data collection aligns with the (evolving) information needs of the Program;
  • Work collaboratively with Program staff and partners to develop and agree data collection, reporting and dissemination approaches that are robust, fit-for-purpose and efficient;
  • Guide, coordinate and provide leadership on all MEL designs, methods and outputs – either directly or via oversight of short-term technical specialists;
  • Oversee reporting and dissemination of MEL results;
  • Oversee an annual update the MEL System Design to ensure it is still relevant to the program’s information needs, and is meeting these needs effciently; and
  • Manage the MEL staff and report on their performance.
